- The Independent Electrical Contractors, Inc., Florida West Coast Chapter (IEC-FWCC) Manpower Coordination Program (MCP) is a membership benefit. Participation in the MCP is voluntary with an associated monthly fee structure.
- The MCP consists of:
- Referrals of potential employees to participating contractors for hiring on a permanent basis.
- Loaning/borrowing of employees among MCP participants.
- Referral
- General
- IEC-FWCC is an equal opportunity referral office. IEC-FWCC does not unlawfully discriminate on the basis of race, color, creed, pregnancy, religion, sex, national origin, age, disability, veteran status, union membership, union affiliation or marital status. IEC-FWCC prohibits the harassment of any individual on any of the bases so listed.
- Categories referred are trainees, helpers and licensed or unlicensed (mechanics) journeymen. Not included are other personnel such as foremen, warehouse, service, estimators and laborers.
- Jobs outside the Tampa Bay area: IEC-FWCC will contact those on file in the specific geographic area for availability and referral. If the requesting contractor is willing to pay travel/per diem, IEC-FWCC will ask Tampa Bay locals as potential referrals if they are willing to work out of town.
- Neither IEC-FWCC nor the MCP will make any guarantee or promise concerning a referral's term of employment. Also, neither IEC-FWCC nor the MCP will involve itself in the screening of an individual's employment history. These subjects, as well as other terms and conditions of employment, are between the potential employee and the participating contractor.
- Request Form (Enclosure A)
- Provide all applicable information. Telephone requests are acceptable. If a record copy is desired, the completed form should be sent to IEC-FWCC via facsimile.
- The person to contact and the exact job site location are extremely important anytime referrals are requested to report to a place other than the home office. Potential employees can be lost to the MCP if no one is present to interview the individual at the place and time given with the request or if he/she is unable to locate the job site.
- Appropriate personnel in the requesting contractor's office, especially those who answer the telephone, should be informed a request for referrals has been submitted. This will preclude a referral from being told, "We're not hiring" resulting in the loss of a potential employee.
- IEC will refer as many potential workers of the desired experience as possible in response to a request for help. This is to allow for no-shows and if possible, provides a selection to choose from.
- MCP members may contact IEC-FWCC to inquire if a previous Hire and Termination Report (see paragraph 4. below) was submitted for a referred individual. IEC-FWCC can provide previous reports, but will not make any recommendations concerning a referred individual.
- Promptly notify IEC-FWCC of any referral that is not hired and also when a request for help has been satisfied.
- Hire and Termination Report (Enclosure B)
- Each member shall submit via facsimile, a Hire and Termination Report to IEC-FWCC whenever an employee is hired or leaves the employ of the company. Because timely reports are critical to the success of the referral portion of the MCP, reports should be submitted within 24 hours of the hire/termination. To reduce paperwork, it is suggested a report for a new employee be placed in his/her file at the contractor's office; when employment is terminated, the same form can be used by simply inserting the new action and date and faxing to the IEC-FWCC office.
- MCP participants must designate in writing their point of contact for Hire and Termination Reports.
- Walk-ins at Shop or Job Site: Contractors, if so desired, can instruct "walk-in" job seekers to call IEC-FWCC and the potential worker will be processed accordingly. If the contractor has a request in for help and the individual satisfies the contractor's specified qualifications, the individual will be referred to that company. If neither condition applies, IEC-FWCC will attempt to refer the job seeker to another MCP company.
- Loaning/Borrowing of Employees
- A company with employees to loan (Home Firm) is to notify IEC-FWCC of the number and skill category of employees for loan. IEC-FWCC will inform employer members who may wish to borrow employees (Host Firms). If no requests are on file, IEC-FWCC, will canvass MCP participants. The Home Firm, after being informed of all companies seeking to borrow help, will then select, contact and make arrangements with the selected company (Host Firm).
- The MCP does not endorse, set or recommend any wage payment schedule between the Home and Host Firm. For guideline purposes only, this Chapter suggests an arrangement where the Home Firm receives the loaned employee's hourly wage multiplied by 150% as payment.
- It is the responsibility of the Host Firm to assure appropriate insurance requirements are met by the Home Firm.
- MCP members who desire their employees to remain in a drug free workplace should only loan employees to like-minded Host Firms.
- Upon conclusion of the agreed to term, loaned employees must be returned to the Home Firm.
- The Host Firm should not attempt to solicit the loaned employees for permanent hire.
- Participation in MCP
- IEC-FWCC members who elect to participate in the MCP must do so for a minimum of one year and agree to timely payment of monthly fees. Failure to pay fees may result in suspension from the MCP or termination from Chapter membership. A Joinder Agreement (Enclosure C) must be completed and signed by the IEC-FWCC member.
- The monthly fee to participate in the MCP is determined by the number of field electrical workers as reflected on the contractor's quarterly UCT-6. If warranted by a change in field workers, fees are adjusted accordingly upon receipt of subsequent UCT-6s. Current UCT-6 reports shall be forwarded to the IEC-FWCC office at the same time they are submitted to the State of Florida. The IEC-FWCC copy shall be annotated to indicate those employees who are management, clerical, warehouse, garage or part-time employees. A copy of the current UCT-6 shall be forwarded to IEC-FWCC no later than the date the original is due in Tallahassee; wage information may be deleted on the IEC-FWCC copy. MCP participants shall appoint a company point of contact for UCT-6 reports. The monthly fee structure will be reviewed annually and shall be adjusted as necessary for the financial integrity of the Chapter. Monthly fees are billed on the 25th of the month and due by the 10th of the following month.
